Allaah has declared: "Cooperate with one another in the cause of goodness and piety, and do not co-operate with one another in sin and transgression." (Surat al-Ma'ida: 2) It is evident in this verse that no help, no matter how small, may be given for any act contrary to the Shari'ah. And idolatry of Hindus is blatant blasphemy and anti-Islam. So there is no question of cooperating in such work. But it is the responsibility of the head of government to help and co-operate in various religious institutions including mosques and Eidgahs and if there is no such arrangement. That is why Hindus or non-Muslims are not allowed to participate in religious ceremonies. The Muslim government does not have the responsibility to help and cooperate in these works. However, if the religious institutions of the non-Muslim community are damaged or obstructed by Muslims, the government will compensate them. But they will not be allowed to set up any religious institution in a new way. Now the thing is, they are also citizens of the country. From a neutral point of view, since they are citizens of this country, they may feel like Muslims when it comes to getting help and assistance in religious matters. But there is no opportunity in Islam to adopt such secularism. Because, if a person from a foreign community is interested in living in a Muslim state or in an Islamic state, he may have to convert to Islam. Otherwise the Muslims will have to be subjugated by collecting taxes. Besides, there is no opportunity in Islam to adopt secularism. Because, adopting secularism means ‘other religions are also true.
