The sentences of Iqamat must be recited twice. Reciting it once does not constitute iqamat. The hadith of pronouncing it once has been abrogated. Hazrat Bilal used to say the words of Ikamat once in the beginning. Then after this law was repealed, he used to utter the words of Ikamat twice until his death.
