Paying the price or donating the price cannot be a substitute for the sacrifice. At the same time, no sacrifice will be realized by any of these. This is what is in the book of fiqh. It is not permissible not to sacrifice cows for the sake of caring for other nations and establishing unity and harmony with them. At the same time, this act is against the law. But it would be better to sacrifice the cow with the veil and slaughter it secretly so that the people of other communities do not get angry, and do not create fitna. And that is what should be done.
