According to the current practice (العرف), the muhtamim / authority of the madrasas which have goraba fund is the advocate or representative of the poor students. Therefore, the zakat of the zakat payer will be collected only by handing over the zakat money to the representative of the madrasa and the poor students will be the owners of this money. And at present the zakat collectors are not Shariah 'Amel'. Rather they are just representatives. So they will not be able to take salary / allowance from there as Amel. However, in this case, the delegates can be paid a fixed fee from the General Fund of the Madrasa. It is revealed that Amel is the person responsible for the collection of Zakat on behalf of the Islamic government. Their salaries and allowances can be paid from the collected zakat money. And the current zakat collectors are not like them. It is to be noted that after paying the collected zakat money to the recipient (poor students), the madrasa authorities will be able to collect from them the prescribed fee of the madrasa i.e. their expenses paid by the madrasa. If the students pay it from the money received for zakat-sadaqa, there is no fault in that either.
