Although it is not a condition for the acts of worship that you have mentioned, it is better to perform them in a pure state. In this case, even if there is water, there is an opportunity to perform tayammum without performing ablution. When the Prophet (peace and blessings of Allaah be upon him) greeted a person without ablution, he replied with tayammum. (Sahih Bukhari, Hadith 337) Therefore, in spite of the presence of water, it is saheeh to perform tayammum to recite dars or dhikr on any religious matter. And it is commendable to always be in a holy state. Tayammum can also be done for this. However, the best way to perform these acts with holiness is to perform ablution - it goes without saying. It should be kept in mind that such tayammum is not enough for the acts of worship which cannot be performed without sanctity.
