Actually neither of these is the correct method. The correct way is to release the hands as soon as the takbeer is over. Then salam will be returned without hands. Because there is no tasbeeh zikr in that state, there is no provision to tie hands. So since there is no tasbeeh before returning the salam at the end of the four takbeers, there is no point in folding the hands. If someone keeps their hands tied, there is no problem.
